How PhotoDocs decides which document-photo requirements are strong enough to publish and how verification levels are assigned.
How sources are ranked
PhotoDocs prioritizes official document-specific public sources first. If a public authority only publishes broader guidance, the page can be marked as official-public but not exact.
When no reliable public document source is available, the page falls back to an ICAO-derived biometric baseline plus the local print format. That lower trust level is shown openly.

Government document pages, consular guidance, ministry portals and official biometric instructions outrank third-party summaries.

Pages are labeled as official document-specific, official public guidance or ICAO-derived baseline so the user sees how strong the source really is.
Dates and links stay visible
Source links and the last verified date are shown directly on the page because trust should be inspectable, not hidden behind marketing copy.
